DESCRIPTION
National Executive members collectively form the national leadership of the Union and together form the senior decision-making body between General Meetings.
District Executive Committee Members have a national and geographical role. Nationally, they have collective responsibility for the decisions of the Executive Committee. However, they also play a representative role on the Executive on behalf of the District they represent.
Each District will also be tasked with developing a plan to build greater local links between HCSA members and future members. Together with staff, the aim is to develop a network of HCSA branches which support hospital doctors to respond to challenges locally and nationally.
One of the first tasks for District Executive Committee members will be to team up with HCSA staff – your District’s National Officer and our new Strategic National Organiser - to identify other members who can work to make our Districts strong and effective. This will involve helping institute and attending a new District Committee.
FORMAL RESPONSIBILITIES
Formal responsibilities of District Executive Members include:
- Collective responsibility for:
- Agreeing the mission and values of the Union
- Setting the strategic vision and overall direction of strategy and policy
- Developing policy for the Union, within the terms set by the General Meeting
- Stewardship – ensuring that statutory obligations are undertaken (such as returns/annual accounts) and overseeing that resources are appropriately deployed
- Scrutiny
- Ensuring the strategic plan is implemented
- Executive oversight of the work of the General Secretary and staff
- Continual self-review
- Attending meetings of the District committee
- Consulting and representing the views of members in their electoral District
- Representing the Union to external organisations, on public bodies and in the media, when called upon to do so (particularly in relation to issues within their District)
- Attending meetings of the National Executive Committee
- Attending General Meetings, including the AGM
TERM IN OFFICE AND RE-ELECTION
The role of the District Executive Committee Member is a crucial one. It is an elected position with a term of two years, after which members are eligible for re-election.
In recognition of the importance of the role, an Executive Member who fails to attend three consecutive Executive Committee meetings without adequate reason will be required to relinquish their office, triggering a by-election.
