  7. To appoint Auditors for 2020-2021.
  8. Election of National Officers and Conferring of HCSA Fellowships.

You will be sent a link to the email address you provide which will allow you to join the HCSA AGM on Monday August 3rd.

  • You will need to provide your HCSA membership number or GMC number in order for us to confirm your eligibility to attend.

PROPOSED RULE REVISION

The HCSA Executive Committee has published a number of proposed rule changes in advance of the 2020 HCSA AGM.

Members are urged to review these proposals. Rule changes require a two-thirds majority of those attending to be confirmed.

Rule 2: Definitions

Old: Members

All medical and dental staff employed by hospitals or other employing authorities, but excluding those whose contract is within general practice (medical or dental), to include those in the following grades and/or such other grades as the Council shall from time to time determine:

1. Consultants
2. Associate Specialists and all other non career grade medical or dental staff
3. All medical and dental training grades or as may be redefined as their successors
4. Staff Grades, Trust Specialty grades, or as maybe redefined as their successors
5. Other Career Grade Doctors as may be redefined by Council from time to time.

Revised: Members

Medical students enrolled at a government-recognised UK medical school who do not have a contract of employment or regular paid engagement in a medical role.

STUDENT ASSOCIATES

44. Student Associates will be charged a special subscription rate as advertised at the time of joining. Should this amount change they will be notified electronically in advance of any alteration.

Student Associates can participate in the day-to-day activities of HCSA, receive regular information from HCSA, and access member offers which may be available at any given time, but they will not be entitled to stand for any elected position within HCSA or hold voting rights.

At the discretion of the Association, Student Associates may be able to access employment advice (defined under paragraph 21c of these rules) when on placements within a hospital setting and prior to taking up a contracted post. They may, on an exceptional case-by-case basis assessed by the HCSA Executive, be able to access legal assistance.

If a Student Associate member is no longer enrolled as a medical student at a government-recognised UK medical school then:

  • If they have graduated they will be invited to convert their membership into full membership and shall receive up to 6 months’ grace in order to secure an employed post. Longer grace periods may be granted at the discretion of the HCSA Executive
  • If they have ceased to study then they must inform HCSA and their Student Affiliate status will lapse immediately
  • If they are taking a break from their studies and expect to return then they must inform HCSA at the earliest opportunity.

HCSA Student Associates are expected to uphold the same standards and good conduct as any other member. Their membership is therefore also governed by paragraphs 32-41 of these Rules.

Student Associates may resign their membership at any time in writing.

They shall have no other rights under these rules aside from those detailed in this section.

Regulation 2: 1h and 1i

h) Up to four Area Representatives from categories 1 and 2 (Rule 2), may be elected, by members falling within those grades, by national ballot to serve as full Members of Council in each constituency


i) Up to two Area Representatives from Categories 3, 4 and 5 may be elected, by members falling within those grades, by national ballot to serve as full Members of Council in each constituency

h) Up to four full members of Council may be elected in each constituency from Categories 1 and 2 (defined in Rule 2) by members falling within those grades, via a constituency ballot


i) Up to two full members of Council may be elected in each constituency from Categories 3 and 4 (defined in Rule 2) by members falling within those grades, via a constituency ballot

Rule 51 (old 50): The Council

Old: 

50 a) Council members may be elected to represent in any of the five categories of membership described in Rule 2 and may not normally serve as a member of the Council for a period exceeding four terms in each category
